LOL.  Virginians penned most of the Declaration of Independence, the Constitution, and the Bill of Rights. A Marylander authored the Dred Scott opinion.

You need to brush up on your history. Maryland had to be occupied during the civil war by federal troops to keep the transportation lines open for federal soldiers traveling to the South.  Lincoln suspended the right of habeas corpus, having arrested the leadership of the City of Baltimore and a good chunk of the legislature.
