Any street in the District can apply for a permit to host a block party.  There is a standard procedure that runs the application through all of the affected agencies.  If blocking the street poses a risk, or is a bus route, they will likely not receive the permit.  Otherwise, it is fairly routine.  Regarding the placement of the moonbounce in the street and blocking off said street, would you prefer the moonbounce is in the street and the cars are allowed to drive on it?  What about the food tables and other activities related to the party?

I know when our block has a block party, we invite the residents all around our block, not just those on the block.  For us, it is more of an annual community event, and it has been going on for at least 30 years.
