Rhee was hired in 2007.  She goes on to say

Obviously, that's bad.  And how much of that is just getting used to the system, and how much flaws in implementation that need to be worked out we don't know.  But as a parent of a DCPS student, I'd sure as Hell prefer the latter environment to the former.[/quote]
