Only in value up to $20.  We gave him wine one year andhe had to get OK from his boss that the value of the wine was less than $20.  So we got a giftcard this year for precisely $20.

When my parents' mail carrier retired this year, their block threw a big block  party with food and got a group gift. Multiple blocks on the route did this. Everyone also gives holiday gifts. It blows my mind because I couldn't pick my mail carrier out of a lineup.  Maybe the difference is that I live in an area with drive-up mailboxes and everyone where my parents are has mail slots which requires the carrier to walk the block.
