These are just gangs. Treat them as such. These thugs should be arrested for disturbing the peace, resisting arrest, loitering, terrorists, etc. There are many charges you can throw at these thugs. Most have outstanding warrants. The police can detain these people for at least 48 hours, post their names and contact their place of employment as part of any investigation.
