They also recommend an OVERSIZED rain coat, down to the knees and rain pants. Rain coat you want to go over the hands and then be able to be rolled up. This helps keep hands and bodies more dry/warm. Don't listen to the person that said not to get stuff. Yes it is not that cold in DC much of the time if you are just going from your car into school, or running around the playground for 30 min-1hr. But if you are outside in cold/wet for 3 hours in the morning and then a couple hours in the afternoon, you need gear to keep you dry and warm. Hope this helps!
