FEMA and the Army Corps of Engineers have been involved at hotspots around the country in retrofitting new ventilation to enable them to turn makeshift buildings, empty hotels, and gymnasiums into COVID treatment sites. From the person I spoke with, this isn't that hard of a process. You need material, knowledge, and labor, and those are federally available. [/quote]
