[/quote] It looks like you have not followed the decision thinking process of reopening in the past few months. Governor Hogan focus primarily on test rate and hospitalization. But Montgomery Executive Elrich is very concerned about case number and show strong desire of making it near zero before reopening further. Based on the experience of other countries, it takes extreme measures to get the case number down the zero. While in US, people have tired of living a locked down life so there is zero possibility of getting it down to what Elrich desires. It is very unlikely to soccer games in Moco in the falls without a miracle.[/quote]
