So, segregated schools, separate but equal- Not, with all deliberate speed, whites only real estate covenants... all of these things have been what this “land of laws” has meant for some of us. So that phrase might not garner the reverence that you seem to have for it. For many minorities— “keep trying” makes what you view as “anarchy” look quite attractive — and possibly the only realistic option.
