[/quote] I think DC voters are split into three (maybe four) pools: those who vote but have minimal to no involvement with city services other than maybe traffic enforcement. They don't have kids, nevertheless kids in schools, and they have decent jobs and support themselves. Probably live in apartments so they aren't worried about trash being picked up or dudes trashing their yards. Then you have people with some more involvement with city services such as schools. Then you have those who are heavily dependent on city services for many things in their lives. These people are much more likely to depend on individual councilmembers to are able to get things done to help them.[/quote]
