Many of the actions taken either make no difference, or in some case actually backfire and make things worse. The vast majority of people of all colors are not consciously racist, and do not want to be unconsciously racist. These people do not need bureaucracy, rules and threats to change their behavior. In fact creating such rules and bureaucracy often backfires because it causes these people to resent all the time and effort they must expend on what they see as needless exercises. And some people dig their feet in and actively resist being forced to do things - not because they're racist, but just because they're ornery. What is required is for someone to very gently point out, in a friendly way, when someone has done something wrong. And we all share the responsibility for that. And it is more effective than any written policy or hotline or quota. [/quote]
