Coordinating with the governor to meet data-based benchmarks for reopening is hardly going "rogue".  I, for one, appreciate the measured data-focused approach.  It also makes perfect sense for DC, NoVa, MoCo and PG to coordinate plans to re-open.  If any one of them re-opens while the others don't, people from the other areas will flood the others -- and the results of that could be dire.
