There's not some separate thing that we open or close. There are people, making choices about whether to go shopping or whatever. If all the nail salons and whatever else open and people don't feel safe going to get their nails done, it won't really help the economy. Also, if illnesses and deaths increase because people are mixing more, the economy will suffer. Those "old" people who are most as risk are also a huge part of the economy, and if they get ill or die or are afraid to go to the movies, the economy will suffer. It's not like the economy is sealed off from the pandemic by an airlock; the two things are related. Every reputable economist I've read says that you fix the economy by controlling the pandemic. I also hate the "reopening" language, like it's a door that's open or closed. It's more like a dial, where we increase or decrease restrictions on certain activities, along a continuum, based on risks. No American city has had a real lockdown like they did in Italy or Spain. We've had shelter-in-place orders, which have generally allowed people to leave their homes to exercise, buy groceries, etc. We can loosen some restrictions and tighten others in response to actual conditions.
