When they have enough testing and contact tracing. Which can happen only when the federal government works with the state governors at an historic level of mobilization and coordination and the defense production act sets in to mass produce all equipment necessary and widely distributes it in a WWII type effort. This is the President's chance to shine, to stepTup to the plate and be a hero. This is his proverbial 3am call. This is the hardest job in the world, which he signed up for.
