They released a calendar. People made plans based on that calendar. If it wasn't final either because they were waiting on DCPS or key stakeholders hadn't approved then they shouldn't have published the darn thing. Not always, but sometimes in life people, companies, schools, etc. just screw up and do the wrong thing. I'm not advocating for the death penalty, but FFS, does everyone have to get a trophy?
