We toured Phillips TWICE in the 2017 school year and both times there were children in the seclusion closets. But according to their data, it only happened 20 times that whole school year? We just happened to be there for 2 out of "20" alleged times, for two 45 minute tours. :roll: Really interesting that its published online, I've never come across that before.
