I have witnessed it at TJ's and at least one other store where the child was hanging on to the side of the cart and it tipped over, rather violently. The children seemed to be fine but it was scary. The mother in the TJ's incident was not paying attention and she turned and screamed bloody murder but did not act. Of course the closest employee responded and many other shoppers. She just stood there, stunned. I agree any business is concerned about liability, they have hefty insurance premiuims to pay. [/quote]
