Western European countries have their own language and culture very different from Russian. They would've been like oil and water. See tiny Baltics. You'll get beat up for speaking Russian. Not under Russian Empire (German was the first foreign language) and not during Soviet Union. No need to talk about "might have happened "since it did happen in some part of Europe. What didn't happen, was the language. The language happened only to those who didn't have a written language of their own. Even other Slavs to whom Russia did happen, can barely speak Russian.
