It’s why people sometimes gravitate towards charters. My SIL switched to a charter school in Philly and is so much happier. The school community actually has the ability to implement changes. MCPS is just too big to meet the needs of any of its students well. And the teachers end up having no voice and no autonomy. [/quote]
