OP's son's right to make as much noise as he feels like does not supersede the rights of other residents nearby. Extra sound proofing requires removal and replacement of drywall, and won't help with noise he makes in the hallway or outside the unit. Relocating them hardly makes sense - they'll just have a new group of residents complaining then. [/quote]
