Staying in DMV local team does not take your player to anywhere. If you do not join so called national level now, it will be difficult for you to join in the future. the difference between the "good player" and the "not so good player" is small, you'd better take your spot as earlier as possible, until you get eliminated/cut from the team. same applies to national team or all college teams, and to all other sports.
