Yes. It has been a long standing problem  that montgomery county judges protect rapists. Most rapists are white males though.

The judges have to follow guidelines and since most rapists are white they have to give Hispanic rapists the same bond they give white rapists.

All rapists should not get bond. But since white male judges don't want white males going to prison for rape ... everybody ... I mean every woman is victimized by this system.
