It’s sad but in DC our expectations is so low that we are glad that a large cohort of kids are just competent at grade level (i.e. PARCC 4). Grade level mind you, not above grade level. When you have an overwhelming majority of kids below grade level (> 60-70%), we all know where the focus of teaching will be. I’m not saying PARCC is the be all and end all but it’s the standard indicator of competency. I realize that poverty plays a significant factor here but reality is that the achievement gap just widens as you go up in grades as things get more complex as many middle class parents find out and then bail their IB school.[/quote]
