[/quote] A couple things to keep in mind. 1) Nearly half of DC students are in charters. So an at-risk preference would not affect their facility situation at all. 2) Right now virtually every in-demand DCPS school has a least some OOB students. Over time what would happen is that pretty much the only OOB students who could access these school would be at-risk kids. [/quote] I think it is and that is what was recommended during the last boundary review. It hasn't been implemented though for whatever reason. It would take several years for the full effect to be realized; I can't imagine it would be possible politically to not let current OOB students, at risk or not, continue as expected. There would almost certainly be a grandfathering period, just as there has been when new boundaries are drawn. [/quote]
