Call Animal Control. No questions and no discussion with the dog owner. Just call.
I agree with this. No sense in putting yourself in a possibly confrontational situation. There is a snowflake on here advocating against calling the police or animal control but their job is enforcing the law. So let them enforce it.
You say snowflake, I say normal human being with social skills who talks to others rather than calls the cops or other authorities at the first sign of conflict.
+1 I rarely have my dog off leash but lots of people in my neighborhood park do and out of the 8-10 dog owners I see daily there is one jerk who would probably not leash his dog if asked but everyone else would. Two of my park “buddies” each have German Shepard’s that are incredibly well trained but look intimidating. I asked them in a not nice way to leash their dogs when we first met because my dog was overwhelmed by them & nervous. They did , no problem. I really see zero downside to asking - but I would say you or your kid is nervous of dogs v saying it’s illegal not. OF COURSE I would leash if my dog is scaring people (& she’s a “scary” breed to some” but telling me the law just comes across obnoxiously
