The return of cigar smoking as a celebratory thing after having wained for years occurred because of the decline of cigarette smoking. Now many men who would secretly have a cigarette smoke instead pretend they love cigars because they are more socially accepted.
There's probably truth in this. But cigars have long been associated with celebrations. The old cliche of the new dad celebrating a newborn baby by having a cigar has been around for generations. I remember boys from my old prep school celebrating with cigars and this was in the 1990s. And it is more socially acceptable to smoke cigars as people assume it's a rare treat rather than a daily addiction. I'll see dads enjoying cigars while walking their kids during the Halloween trick or treating. I don't see this as a public versus private difference but a general white upper middle class male thing to do. And at men's only weekends, bachelor weekends, camping weekends, cigars are commonly part of it. I'm sure many people would probably be surprised how many sneak cigarettes every now and then.
