I hate when people use the family restroom with no family. Yes, report.
Please know that sometimes people with “invisible” needs or disabilities use these bathrooms. I know one middle age man that sometimes uses them when he needs to take injections and another woman that sometimes needs extra space due to needs related to Crohns. I had to remind my DH the other day when he was frustrated that he couldn't take our kid into the “family bathroom” because what he perceived as an able bodied person had just gone inside. You just never know... Although with OP’s specific instance, my comment probably isn’t applicable :)
I’m sorry. There should not be needle injections in the family restroom. That is so inappropriate and unhealthy. This isn’t the airport. Go to your car or go home. As for Crohns, why can’t she just use the regular stalls? Why monopolize the family room since flares can be lengthy. Inconsiderate.
