About 10 years ago I put up a rear addition that resulted in my parking area light being moved to about 30 feet above the ground.  I angled the best I could so it wouldn't spill over to the neighbor's house, but its a big sodium vapor floodlight (vintage, it was on the house when I bought it 17 years ago and still works swell).  My solution?  Minimize use.  And do so very actively.  If I put it on late at night, its only for a really good reason.  Like snowblowing during a blizzard.  Or for doing something outside, then it goes off right when I'm done.  
Its nothing like the house in this picture.  Even the house in this picture could use these lights occasionally, and adjust the angle some, and it would be OK.  But leaving them on for long hours is just being a bad neighbor.  Some people sadly dont care.   Hopefully the County can give you some redress.[/quote]
