Loretta Lynch had the power to decide--the FBI did not.  DOJ gets to decide who to prosecute.  Lynch should have recused herself and she did not.  And, for those blaming Comey, you can switch your blame to WJC.  His meeting with Lynch on the tarmac resulted in Comey's little speech.  Otherwise, Lynch would have decided not to prosecute and we would never have heard how egregious HRC's violations were.[/quote]
