OP, I was in the same situation as you -- pre-teen daughter with noticeable "mustache" but no expressed interest in doing anything about it. I basically kept my mouth shut. Once, when she was about the same age as your daughter is now, I mentioned to her that if it ever bothered her, there were ways to deal with it and that she could ask me any time. She also has lots of dark hair on her legs, which she was not interested in shaving. This fall, when she was 15, she said she wanted to try waxing her legs, and I got her an appointment. She was fine with it. About two months later, when she went back a second time for her legs, she said she wanted to get her upper lip done as well. And that too went fine. Bottom line -- I did not impose grooming standards on her, but informed her of the options. She took me up on it when she was ready.
+1 I think this is such a thoughtful way to support. I think I would present it in a general discussion of puberty rather than something to bring up as an issue specific to her. In puberty you get hair, some girls and women decide to remove etc. This allows you to still be the mom who finds her absolutely beautiful AND them mom who is on her side to help her adjust to world's expectations to the extent and in the ways that she wants.
