Except for when MCPS has clearly stated that they are using geography (or cohort, or whatever you want to call it).  And, when MCPS has clearly stated that they are NOT simply looking at high scores/high percentages.  [/quote]

Except MCPS uses this to determine need and benefit. It does not mean that one child is more or less qualified than another. The sad truth is they could double the number of seats and they'd have no problem filling them with kids with near perfect stats.[/quote]
