Why do you think that's a good idea, from the point of view of the city and county overall? Of course from the point of view of a person who already lives there and has a child in the school, it's great. It's kind of like how the lack of traffic on the roads during an economic downturn is great, if you're a person who still has a job. Also, turnover of existing residences is a major factor in increasing enrollment. Do you also want Rockville to ban sales/rentals of existing residences until MCPS has build the school buildings?
