The residency requirement is only 1 year to run--that doesn't seem like enough for someone to truly understand a community. How much can someone "care" about Arlington after only living here a year? Not much I would imagine...[/quote]

But at a certain point, shouldn't this be something for voters to decide on a case-by-case basis rather than with a blanket restriction that doesn't necessarily makes sense? After all, you could have someone who is a life-long Arlingtonian who moved to another state for a job (their own or a spouse's) for a few years before returning, and then decides to run for office -- would you really say that person needs to have been back for more than one year in order to understand Arlington? One year is sensible because it prevents would-be candidates from jurisdiction-shopping for a weak race to jump into, but I don't see the value to requiring more than that.[/quote]
