I keep trying to love Hanna, but it fits my DD horribly. She's thin, so the dresses fit like tents. The classic leggings are too baggy. The skinny leggings dont have enough stretch to fit over her heels. Our trip to the Hanna store a few weeks ago was a total fail. I'm a big fan of the jeans and shorts at Osh kosh. They have adjustable waists and hold up really well. The skinmy jeans fit my DD great. Much better than Gap or Old Navy. We always get leggings at Target. They hold up well enough and are easy to replace. My DD is thin so we can size down (or wear last year's leggings) for a capri fit.
Did you try the scooter-skirts from HA (the ones with built-in shorts)? My kid loves those and we have them in a lot of colors. They do run big, so we definitely size down (my kid can wear 2 sizes smaller than her “real” size from other stores). Their ribbed velour leggings are also a good fit and work well for winter when they need something thicker than regular leggings. Those are not huge and not too small in terms of the opening at the bottom.
