The difference with European countries is that their league hierarchies are based on an open system.  In Spain, for example, the group winners in the second division (la liga national juvenile) get promoted to the top division (Division de honor) and the bottom three teams are getting relegated to the third division (divisions regionales).   If we followed the European model, the spot in DA would have to be won on the field and not by application.  What we have is a closed system for DA clubs and fractured system of various youth leagues (some operating as a closed system, while other operating as an open system).  [/quote]
