Make sure you name the people that are in your school that have failed to address the bullying.

IOW: because the admin/staff at your school failed to follow the county issued governance and procedures, those individuals are not protected by the County.

So: get a lawyer. There are free ones in the universities in our area and this area has so many-- one of your neighbors could be one.
