This is why middle schools need to stop pushing the kids to start taking a language. It can screw up your GPA and there is nothing you can do. I personally don't think languages should be started until 8th grade or do 1A in 7th grade and 1B in 8th because you can still make it to the 5th level of the language if you go until your senior year, and colleges only want a minimum of 2 and competitive colleges could ask for up to 4.
EMPHATICALLY NOT. You're looking at it from a grade perspective, not from the intended purpose of learning a language, which is... learning a language! Brains are more able to take in a language when they are young, the younger, the better. Language classes need to start in ELEMENTARY, and never count as anything other than the grade level they are taken in. Other countries start their language classes earlier than we do. We need to understand that we're not going to be the world's superpower for much longer, and that our kids need to learn languages at an earlier age without added pressure. There is no rhyme nor reason to this "high school course" concept. Courses taken in middle school should be middle school courses, however advanced. Courses taken in high school should be high school courses. End of story.
The new regulation changes allows students to take foreign language in middle school - the grades go on their transcript only if they want to. If they do not want it, the grades do not show up on the transcript. Plus they can retake the same classes in high school. I think many students should start taking HS credit classes in middle school now because they have nothing to lose. For some students taking the same course in middle school and high school may make them understand the material better. http://www.montgomeryschoolsmd.org/departments/policy/pdf/ikcra.pdf
Your link doesn't support your assertion that there is a new policy allowing these HS in MS grades to go on the transcript "only if they want to". Can you link to any supporting cite?
Did you read the policy?
For students who enter Grade 6 during or after the 2018-2019 school year, the final grade and credit earned for high school courses successfully completed while in middle school will be reported on the high school transcript, but will not be calculated into the cumulative GPA unless requested by the parent/guardian or the student if 18 years old or married (eligible student). Students /parents/guardians will be notified annually of procedures to follow in order to include such courses in their cumulative GPA.

revised January 30, 2018.
Doesn't actually apply to OP, but with a policy change there is some standing to make a specific argument for removal of the one course.
