You're not going to get all teachers to agree to this. No way.

I'm not familiar with work actions or the rule you're talking about, but a quick google search tells me that they were trying to make sure that no teacher did more than the bare minimum. If that's what you're referring to, then that pretty much sucks, and I can see why teachers (and for sure parents) didn't support it. [/quote]
