I swear, people don't want to exert the effort of being in the right lane, and dealing with people merging on and off, unless they're actually getting on or off. So they just get into the left lane and putter along because the right lane is too hard (I'm talking about two-lane-each-way interstates here). And then it's compounded by the people passing people going 64 because their cruise control is set one mile higher so they take two miles to pass the other car because god forbid they actually exert some effort by stepping on the gas. And also there are the few "they're not getting past me just so they can SPEED!" passive-aggressive types who just sit there going 60.
