If your goal is a system where no-one is getting more handouts than anyone else, doing nothing (not even subsidizing housing) is a fine idea. But if your goal is for everyone--including the rich--to feel secure in their city, and for the government not to be wasting money, spending more on additional services may well be a good investment.
