[/quote] It doesn't at HRCs such as LAMB and Yu Ying, because the vast majority stay, and there are no incoming students. YY and LAMB were founded and got this provision approved a long time ago. LAMB was actually authorized by the old DC School Board (since disbanded), not the PCSB. [/quote]
