Even though parents have to reenroll and prove residency every year, you also have to officially unenroll using the proper forms or your child stays on the roster and is moved to the next grade in the system. When kids don't show up, schools have to close the loop in the system and figure out how to code the child's exit from the school: truant, drop out, etc. just to clear the red tape. Yes, probably. Our school has a lot of overseas transfers and there are always kids in the class list who moved or transferred. Then in the first months of school, their empty seats are filled. The LEA has to do some due diligence to determine the exit code, but if the child wasn't officially withdrawn, they can't officially/legally know until the first day of school whether the kid is leaving for sure or just late in sending in the enrollment papers (which also happens way too often). Remember there is no real deadline to enroll in your by-right school. If the kid doesn't show and if they don't get a reply to due diligence requests, the kid might be coded as a drop out.

While annoying that parents don't comply, it isn't "weird" that is has to happen this way -- tracking is required for all sorts of reasons, including federal funding. The problem is that it can be difficult to be accurate.
