DP. It has a LOT to do with Freddie Grey. The Democrats in Baltimore were looking to lynch the cops (figuratively of course), and after that, the police hung back. They were being criticized for being too aggressive with criminals, so they lightened up. And the crime rate took a big uptick at that point.[/quote]

They wanted policing with a softer gentler hand, the good folks of Baltimore got what they wanted.
