Dude. Its a maximum, not a minimum.

Now look, I don't approve of someone doing 50 on the left lane of an interstate.

But if its a suburban arterial, and the speed limit is 45 MPH, and someone is doing 40, and you want to do 50, YOU are the menace, not them.
