I'm pretty sure that the definition of "making a big stink out of it" includes instances where one is told blank to stop, threatened with HR action, and having a finger gun pointed at his with finger trigger pulled.

She spoke to him privately and politely and told him that his glances at her chest made her uncomfortable and she didn't want to have to make a big deal about it; that was my projection of what she said.  Then when she caught him glancing, she did the finger deal.  I apologize; I mis-characterized her saying she would take it to HR, she didn't.  [/quote]
