I knew one woman who handled it well. She spoke to the guy privately and told him to stop staring at her chest or she would start reporting the incidents to HR. Then the first couple of times she caught him, she would put her hand in front of her chest, point her finger like a gun at his face and give her hand a small quick jerk back like a gun firing. Her sign that he was caught. The first time or two he changed his gaze quickly to something else. Within a couple of days, she had broken him of this habit without having to make a big stink about it.
I'm pretty sure that the definition of "making a big stink out of it" includes instances where one is told blank to stop, threatened with HR action, and having a finger gun pointed at his with finger trigger pulled. I'm not saying the woman was wrong in any way, but that is indeed a big stink!
She spoke to him privately and politely and told him that his glances at her chest made her uncomfortable and she didn't want to have to make a big deal about it; that was my projection of what she said. Then when she caught him glancing, she did the finger deal. I apologize; I mis-characterized her saying she would take it to HR, she didn't.
