Yes, it is a very fine powder (I think it's rice-based?) and you mix it with a bit of water to make a paste. It's a wonderful product. Pricey, but that one bottle lasts a really long time. I also love the Glossier Generation G lipsticks - not too dry, great color, and it lasts. [/quote]
