It's not an issue of personal responsibility, it's an issue of ensuring kids can stay in class and focus on learning.
Many many many many teens have irregular cycles.  It is guaranteed that some girl in every high school in the country will be caught off guard.  And I don't know many kids that walk around with a quarter in their shoe anymore - it's not 1980 where they'll need it to call home after school.

Sure, they should always have something in their locker in case it starts while at school, but it should come as no surprise that teens aren't always 100% responsible with keeping all of their supplies in the right place at the right time, and resctocking as needed.

So given that it is a 100% certainty that some students will begin their cycle at school in the middle of the day and be unprepared for it, you can either:
1.  Have a free supply in the nurses office, bathrooms, health room, or wherever is appropriate at that school
2.  Have girls leave school or be horribly embarrassed when they don't have the needed supplies.

Because I actually care about education, I'm going with option #1.  [/quote]
