My DCs have both been interns on the Hill (and so was I but in a different era). They don't even tally sides unless it's a constituent. I suppose you could lie. I recall that D.C. had to ask people for their zip codes. They also had caller ID so could see if someone was calling from instate or not (not always accurate with cell phones these days though).
