Why?  If Kelly [b]had stepped [/b]down to become VP, then Democratic governor Katie Hobbs would [b]have[/b] appoint[b]ed[/b] a person to fill the vacancy until the seat was reelected in 2025.  The filing deadline to file for Senator was April 1, 2024.  So, announcing in July 2024, means that the appointee would serve until the following year general election, e.g. November 2025.  Governor Hobbs' appointee would be seated with the 119th Congress in January 2025.[/quote]
