Paper work is particularly attractive given he's likely dyslexic and has trouble reading, so he wants to "prove" he's a reader. For decades, he's insisted on being accompanied by messy accumulations of paper - that he doesn't read so much as pick through to show some off to guests. This has been documented many times by reporters who have come to his office and have had various things plucked from the piles and waved in front of their faces. Right after he attacked Obama, he showed a reporter various photos of Black celebrities, claiming they were friends of his. He literally plucked them out of a tottering pile of paperwork and documents next to him. There is a method to his madness, or put another way, he has enough innate smarts to surmount any learning disabilities he might have. He's like a little boy with no consideration for the wellbeing and safety of others: there likely is no grand plan to sell secrets to enemy agents, but he can (or maybe has already done) just as much damage by gleefully feeling his power by showing secret documents to guests, some of whom may not have been well-intentioned. And that's why he's so dangerous and has to be stopped. There's no adult rationale behind what he does, he cannot be reasoned with by the usual methods. There is only "Look what I got, I'm so important! Adore me right now!". It's sad that he's lived all his life this way, but he's not about to change now.
